Figma does offer design to CSS conversion, but it's pretty basic so you would have to use a tool to convert it for you if you don't want to code it all from scratch. I personally use CopyCat. It's a Figma to HTML plugin; it can't convert designs 100% (no plugin can--figma doesn't provide all the info for it) but it's pretty good at giving you boilerplate code that you can iterate upon.
It's super easy to use:
1. Download and open the plugin.
2. Select the design or frame you want to convert.
3. Preview and edit the code before using it.
You definitely need some background to use the plugin, as it's geared more towards experienced developers who want to skip the tedious boilerplate code and work straight on more challenging problems.
